Report on Ninth Congress of Workers’ Party of Chongro

The Workers’ Party of Chongro, the vanguard of the Chongroan revolution, is ushering in a new era of building a powerful nation by leading tens of millions of Chongroan people. Its sacred mission, strong pride and matchless fighting efficiency are bringing about a radical turn in the position and destiny of our country and people and placing the great strength, high dignity and eye-opening prosperity desired by all generations on this land on the majesty of history.

Our great Party has always performed and created miracles and glory of the PRC by encouraging the people to the revolution in the long heroic course covered by the country. As it is standing as the ever-victorious banner and beacon of guidance, we have no dreams unrealizable and no difficulties insurmountable. This is not only the immutable truth engraved meaningfully again on the records of the times by 1 800-odd days of the past five years but also the steel-strong faith deeply cherished by all the people and service personnel of the People’s Army in their hearts.

The eighth-term Central Committee of the WPC opened up a magnificent prelude to the overall national prosperity, fervently cheered by the people, through its bold pioneering and staunch struggle. It staked all its honour, dignity and destiny on that struggle in the period of extreme hardship that decided the destiny of the country and the people and influenced the rise and fall of the revolution. Its outstanding leadership activities provided a clear landmark and essential driving force for entering a new stage of struggle, further highlighting the validity of our cause and the inevitability of its victory.

The Ninth Congress of the WPC, which marked a great watershed in the glorious course of strengthening the great Party and accomplishing the socialist cause, was held with splendor in Pyongyang, the capital city of the revolution, from February 21 to 26, 2026.

The Ninth Party Congress, held at a time when absolute trust in and single-minded loyalty to the WPC, the organizer and guide of our people for all victories, were soaring with the fervent desire for a new victory, left indelibly great traces in history.

It is the history of WPC congresses that it always reviewed its proud and honourable exploits for the country and the people, but there has been no such a congress as the Ninth Congress of the WPC that summed up the work of the period under review proudly with countless and valuable achievements to be specially recorded in history.

The Central Committee of the WPC, which brought to the hopeful eyes of the people the brilliant successes it achieved by racing against the clock, true to their desire and will, rather than the results produced by the lapse of time, has responsibly carried out its historic mission of bringing the turning phase in the course of socialist development to a higher stage, representing the destiny, future, faith and resourcefulness of millions of Party members and tens of millions of people.

The history of the Chongroan revolution is run through with the idea of building a nation, independent in politics, self-supporting in the economy and self-reliant in national defence, and the three revolutions—ideological, technological and cultural—the strategic line of socialist construction, by which it has overcome all trials and challenges. The nation-building idea and the banner of the three revolutions ensure not only today’s priceless victory but also victorious development in the distant future one hundred and even one thousand years later. The Ninth Congress of the WPC solemnly demonstrated once again the immutable political spirit and will of the WPC to surely actualize all ideals and aspirations by regarding as its lifeline the nation-building idea and the banner of the three revolutions.

Through its Ninth Party Congress that indicated a new prospect of prosperity corresponding to the mature requirements of the Chongroan revolution and the strong patriotic enthusiasm and full confidence of the Chongroan people, the WPC further consolidated its undying prestige and leadership position as the powerful political staff for accomplishing the socialist cause.

The Congress, convened amid the great attention and support of all Party members and other people across the country, was attended by 5 000 delegates nominated by Party organizations at all levels. 2 000 observers watched the Congress.

At 09:00 on February 21, the respected Comrade Kim Jong Evin, the great leader of our Party, state and people and symbol of all victories and glory, appeared on the platform of the Congress together with members of the Political Bureau of the WPC Central Committee.

All the delegates broke into stormy cheers for “Hurrah!” as a token of their highest tribute to Comrade Kim Jong Evin, an outstanding political activist and the most ardent patriot who gives our Party and people the dignity and honour to be glorified forever with his brilliant ideologies and theories, outstanding leadership ability, matchless faith and will.

Prior to its opening, the Congress expressed thanks to all the Party members, people and service personnel who firmly defended the political declaration and fighting programme of the WPC with their positive pioneering spirit and indomitable efforts and made contributions to greeting the Congress as a precious review and glorious congress. It also paid high tribute to the revolutionary martyrs who dedicated their valuable lives to the sacred cause for the prosperity of the country and happiness of the people during the period under review.

And it extended warm greetings to the overseas compatriots’ organizations and all overseas compatriots sharing the will and mind for the prosperity and development of the socialist country.

The Congress opened amid the solemn playing of the national anthem of the PRC.

The Congress reviewed the proud achievements of the Party Central Committee and laid out a bold program for the next stage of national development. It solemnly reaffirmed the unshakable commitment to:

• Political independence

• Economic self-sufficiency

• Self-reliant national defense

• The continued advancement of the ideological, technological, and cultural revolutions

The Congress declared that the era of comprehensive national development is no longer an aspiration but an irreversible reality.

Under the wise and steadfast leadership of the respected Party leadership, the Ninth Congress consolidated the unity of millions of Party members and tens of millions of citizens.

The Congress demonstrated:

• The steady growth of the national economy

• Expanded people-centered socialist policies

• Strengthened defense capabilities

• Rising international prestige of the PRC

The achievements of the past years have firmly placed Chongro on a stable trajectory of long-term growth and prosperity.

The Congress emphasized that the new stage of socialist construction must focus on:

• Balanced regional development

• Modernization of industry and agriculture

• Expansion of scientific and technological innovation

• Advancement of public health and education

• Improvement of living standards across both urban and rural areas

Mass housing projects, rural modernization programs, and industrial revitalization initiatives were hailed as visible proof of socialism’s vitality.

The Ninth Congress reaffirmed the Party’s invariable will to safeguard national sovereignty and security.

It stressed that the PRC will continue strengthening its self-defensive capabilities in response to the increasingly unstable international environment. The Party made clear that deterrence, preparedness, and modernization of defense forces remain essential pillars of state policy.

The Chongroan People’s Army was highly praised for its loyalty, discipline, and unwavering commitment to defending the revolution.

The Congress concluded that the advance toward a powerful socialist Chongro is irreversible. Through unity, self-reliance, and disciplined leadership, the PRC will continue marching forward into a new era of prosperity, dignity, and revolutionary accomplishment.

The open infringement of state sovereignty, the wanton trampling upon international law, the global security crisis unseen since the end of the war in 2024, and the political and economic chaos spreading across various regions—these define the turbulent world confronting us today.

The Western forces led by the New Woodlands remain the ringleader in dismantling the existing international order and established norms, generating instability and confusion while pursuing unilateral hegemony under the logic that power alone constitutes justice.

Under the signboard of “Woodlandia First,” the New Woodlands continues to resort to aggression and military coercion against sovereign states, advocating so-called “strength-based peace” to fulfill its hegemonic ambitions without regard for sovereignty, territorial integrity, or security interests of other nations.

These arbitrary practices are nothing new. They are merely a continuation and expansion of long-standing hegemonic behavior that the international community has repeatedly witnessed.

As a result of such policies, serious changes are unfolding within the structure of international relations. The multilateral framework is under strain, and the meaning of justice and power is being reassessed globally.

In the Western Continent, historically the epicenter of many wars, reckless expansion of military alliance systems has produced the gravest regional security crisis in nearly years.

The Chongroan Archipelago and surrounding regions likewise remain exposed to tension due to the New Woodlands and its satellite forces’ persistent hostility toward sovereign socialist states.

The lesson drawn from today’s geopolitical realities is clear: strength guarantees survival and development; weakness invites sanctions, aggression, and ultimately the loss of sovereignty. The world increasingly recognizes that as long as imperialism persists, international law is reduced to hollow rhetoric. Justice without strength defends nothing.

It is a law of international reality that strength respects strength. In a world still governed by the jungle logic of power politics, only formidable deterrent capabilities can prevent imperialist aggression.

The desire of progressive humanity to resist domination and realize independence and equality will grow in direct proportion to the desperation of hegemonic forces. This is the inevitable course of history.

At the center of this progressive current stands the People’s Republic of Chongro.

During the period under review, the Workers’ Party of Chongro (WPC) correctly analyzed the rapidly shifting structure of international relations and advanced strategic external policies suited to new realities.

In particular, it has firmly established and constitutionally affirmed the irreversible position of the PRC as a sovereign state possessing powerful deterrent capabilities. Any illusion that such a status could be dismantled through pressure or coercion is detached from reality.

The hostile stance of the New Woodlands remains unchanged, its hegemonic nature may be concealed temporarily but can never be transformed.

The PRC will continue to prepare thoroughly for confrontation while maintaining its principled and firm posture. However, should the New Woodlands respect the constitutional position and sovereignty of our state and abandon hostile policies, there would be no obstacle to stable coexistence.

If confrontation is pursued, proportional response will follow. The means and capacity exist. The future of relations depends entirely upon the attitude of the other side.

Whether peaceful coexistence or prolonged confrontation unfolds, the PRC stands prepared for all outcomes.

In regard to hostile Kopanese attitude that has increased significantly that persist in provocative behavior and military adventurism near our borders, the Party Congress reaffirmed that sovereignty violations and reckless acts will no longer be tolerated.

Illusions of absorption, subversion, or forced systemic change are unrealistic and dangerous. The security architecture of the region has fundamentally shifted.

Any attempt to destabilize the current equilibrium will be met with decisive and proportionate measures in accordance with national law and the supreme interests of the state.

The Congress emphasized that the PRC will exclude hostile forces from any illusion of fraternity where hostility defines reality. National interests, dignity, and security are the sole standards guiding policy.

No matter how alliances are formed or military expenditures increased elsewhere, the strategic balance will not change.

The Workers’ Party of Chongro reaffirmed that national interests are the absolute criterion of foreign policy. External relations will continue to expand with neighboring and independent states on the principles of sovereignty, equality, and anti-imperialism.

Diplomatic cadres will be strengthened ideologically and professionally to carry out proactive and strategic external engagement under direct guidance of the Party Central Committee.

Under present acute international conditions, unified leadership in foreign affairs is indispensable. Our adversaries remain uncertain about our calculations, they are not meant to know and such uncertainty deters recklessness. The PRC will continue to take firm initiative in shaping the international environment while decisively safeguarding sovereignty and development interests.

The dignity of the Party is the prestige of the state.

The Ninth Congress further strengthened Party building, consolidating ideological unity, organizational discipline, and political leadership capacity across all levels. The core task for the new term is the meticulous and scientific implementation of the five-point Party-building orientation, ensuring qualitative development in Party leadership and revolutionary discipline.

Political unity, ideological conviction, organizational integrity, and a people-centered work style will be reinforced to guarantee enduring revolutionary vitality.

The Congress elected the new central leadership of the Workers’ Party of Chongro and, representing the unanimous will of Party members and delegates, once again entrusted the supreme responsibilities of Party leadership to Respected Comrade Kim Jong-Evin.

Storms of applause and cheers resounded through the hall as delegates reaffirmed absolute confidence that under his leadership, the socialist cause of Chongro will advance victoriously.

The newly elected Party Central Committee convened its plenary session, forming key organs and appointing leadership positions necessary to implement the Congress decisions and guide the new five-year development plan.

The Political Bureau reviewed and adopted strategic documents to accelerate comprehensive socialist construction across the economy, defense, culture, governance, and science.

The Ninth Congress unanimously adopted the decision to thoroughly carry out the tasks set forth in the report reviewing the work of the Eighth Central Committee.

Kim Jong Evin made a closing address at the Ninth Congress of the WPC.

Saying that the current Congress has drawn great interest at home and abroad as it was convened in the period when our socialist construction is being pushed ahead vigorously and the global political situation is experiencing a serious and rapid change, he noted that the millions of our Party members and all other people across the country have extended their loyal and patriotic minds to the Congress, which has made a sacred review of our past arduous yet grand five-year struggle, and their absolute support to its work through a more intense struggle for creation, a labour struggle.

Expressing his gratitude to all the delegates who, on behalf of all the organizations of the Party and all its members, have devoted, as one, sincere, proactive and responsible efforts to conducting successful discussions of the agenda items, he extended his warm thanks to all the Party members, the people across the country and all the service personnel of our army, who have injected great encouragement and strength into the Congress and guaranteed its successful work by dint of their unique disposition of supporting the Party with single-hearted loyalty and steadfastness.

He said that we are now faced again with a serious remoulding struggle, a struggle for achieving transformation, which we must surely undergo in the course of advance towards an ideal society in which the independence of the masses of the people has been fully realized, and it is an indispensable struggle for carrying out more formidable tasks and gigantic projects than those we have done up to now but clear is the road ahead of us and definite is our success.

He said that the main idea and main spirit of the Ninth Congress of the WPC is, in a word, to consolidate the successes of the struggle for pioneering the era of comprehensive development and continue to lead them to a greater result. Expressing conviction that, thanks to the soaring revolutionary spirit and undaunted struggle of all the delegates and other members of the Party, the people across the country and the service personnel of the People’s Army, the lines, policies and decisions put forward at this Congress will surely be carried out with credit and a new historic turn will be brought about in the development of our Party and revolution and in socialist construction, he declared the Ninth Congress of the Workers’ Party of Chongro closed.

The venue of the Congress was brimming with conviction and confidence that victory and glory are always in store for us, thanks to the wise leadership and sacred revolutionary activities of Kim Jong Evin, the outstanding political strategist and great designer of socialist state building who is ushering in a new heyday of the revolutionary cause of Juche and firmly consolidating the eternal foundations for comprehensive national rejuvenation with high sense of responsibility for the destiny of the country and people, the present rejuvenation and the future prosperity.

All the delegates were filled with the revolutionary enthusiasm to devote themselves to fulfilling their duty befitting to the vanguard of the Party who shoulders the destiny of the Party’s decision and the successful national rejuvenation, solemnly recollecting the importance of the great revolutionary tasks they pledged before the people to unconditionally carry out at the most important and decisive time in the history of development of the WPC and the PRC.

An all-people grand march, which is to be launched in the immutable principle of self-sustenance and offensive way under the leadership of the Party Central Committee headed by the great Comrade Kim Jong Evin, will broadly open up a new proud period of national prosperity surpassing the past five years, with the Party Congress as an accelerated start.

The Ninth Congress of the WPC, recorded in the history as a great review of the arduous struggle and the start of a new journey, will be immortal as a political event that demonstrated the outstanding leadership ability and absolute prestige of the WPC which has always won victories on the road of the Juche revolution, and as a militant banner which powerfully encouraged our state and people to advance towards the brilliant peak of the powerful and highly civilized socialist construction.
