Closing Address at Ninth WPC Congress

The respected Comrade Kim Jong Evin made a closing address at the Ninth Congress of the Workers’ Party of Chongro.

The full text of his closing address is as follows:

Dear comrade delegates,

The Ninth Congress of the Workers’ Party of Chongro is about to conclude its historic work, having conducted responsible discussions and reached decisive conclusions on all agenda items before it.

This Congress, the ninth in the proud history of our Party, has drawn deep attention at home and abroad, as it has convened at a time when the comprehensive development of socialism in the People’s Republic of Chongro is being vigorously advanced and the international political situation is undergoing rapid and serious transformation.

Millions of Party members and citizens across our country have extended their loyal and patriotic hearts to this Congress, which has solemnly reviewed our arduous yet victorious five-year struggle. They have demonstrated their absolute support through intensified labour, innovation, and devotion to the revolutionary cause.

The eyes of the world have likewise been fixed upon the strategies and policies the Workers’ Party of Chongro would set forth, and upon the new heights our Party would reach in advancing the cause of socialism.

Deeply mindful of the trust and expectations of the Party and the people, all delegates have fulfilled their sacred duties with prudence, loyalty, and responsibility. Thanks to this, the Congress has achieved its intended aims.

All work and schedules of this Congress have produced meaningful and successful results.

This Congress stands as both a profound review of an arduous struggle and the beginning of a new historic march.

I express my heartfelt gratitude to all delegates who, representing Party organizations and members across the nation, devoted sincere and proactive efforts to ensure the success of this Congress.

I also extend warm thanks to all Party members, citizens of the Republic, and service personnel of the Chongroan People’s Army, who strengthened this Congress through their steadfast loyalty and unwavering unity around the Party.

Comrade delegates,

The Ninth Congress of the Workers’ Party of Chongro marks a significant turning point in placing our revolution on a more favorable stage and opening a new phase in our struggle to ensure stable and progressive development in all spheres of state activity and to continuously improve the wellbeing of our people.

At this Congress, we have conducted a scientific review of our achievements and experiences. Through this process, we have once again confirmed the correctness of our ideology, the righteousness of our cause, and the validity of the direction in which we are advancing.

Most importantly, we have set clear objectives in political, economic, military, cultural, and scientific fields, and specified practical measures for their realization. We now stand prepared to strengthen the overall power of the PRC and confidently usher in an era of comprehensive socialist development.

We have also secured firm guarantees for enhancing the leadership capacity and fighting efficiency of our Party in accordance with the requirements of the new era. This is of decisive significance.

The Ninth Congress will be recorded in history as a landmark political event in our sacred struggle for the development of the Workers’ Party of Chongro and the victorious advance of socialist construction.

Comrade delegates,

Ahead of us lies a serious and demanding struggle for transformation—a struggle we must inevitably undertake in advancing toward an ideal society where the independence and dignity of the people are fully realized.

The tasks before us are formidable, and the projects we must carry out are greater than any we have undertaken before.

Yet the road is clear, and victory is certain.

It is a source of great confidence that, even in this complex and rapidly changing international environment, we advance along the correct path without hesitation—guided by sound strategy, unity, and self-reliance.

The long-term objectives and struggle tasks set forth at this Congress will serve as a banner of inspiration, instilling confidence, optimism, and patriotic zeal in all Party members and citizens to create new miracles in revolution and construction.

Comrades,

The central idea of the Ninth Congress is to consolidate the successes achieved in pioneering the era of comprehensive development and elevate them to greater heights.

We must treat the accomplishments of the previous term as precious assets of the revolution and build upon them to achieve more substantive progress in all fields.

Holding high the spirit of this Congress, we must open a new period of strengthening the Party and make decisive advances in the economy, national defense, culture, science, and public welfare.

The newly adopted five-year plan is a strategic blueprint for intensifying and expanding comprehensive socialist development. It demands a revolutionary work attitude and tangible achievements worthy of the Party and the people.

The heavy responsibility for fulfilling these tasks rests upon all delegates and the newly elected central leadership of the Party.

Delegates, having personally participated in the formulation and adoption of the Congress decisions, must stand at the forefront of their implementation. From this moment forward, you must serve as the vanguard in your respective sectors and units.

Members of the Party’s central leadership, entrusted with the backbone responsibilities of the state, must act with heightened awareness of duty and mission, guiding their sectors toward steady progress and innovation.

Taking the lead in the new historic struggle should be the delegates, who are more familiar with the idea and spirit of the Congress than anyone else and who have adopted in person its decisions while enjoying the trust and expectations of all the Party members and other people by participating in the current Congress.

All the delegates should regard this moment as a new starting point of more courageous struggle and endeavour and, from now on, work hard in the vanguard of the struggle to implement the decisions of the Ninth Party Congress and play the core role at their workplaces and posts.

The activities of the members of the central leadership of the Party, who form the backbone of our Party and state, should always be correct, responsible and enterprising, but the demands and expectations of the country, revolution, Party members and other people for them have grown incomparably higher today.

All the members of the central leadership of the Party should shoulder the Party and state affairs in a responsible manner, always remembering the pledge they have made at the Congress and keeping a deep sense of mission, and actively lead their sectors, regions and fields to steady improvement and new development in the term of the Ninth Party Central Committee.

Party organizations, the political General Staff of the relevant sectors and units, should conduct organizational and political work in a more substantial and innovative way to implement the decisions of the Party Congress.

All the Party organizations should draw up their five-year struggle plans in detail and definitely on an annual basis by relying on the collective wisdom of the masses of the Party members and intensify Party guidance, political guidance, to give full play to the spiritual and creative strength of the masses of the people, so as to attain the goals set by them with credit.

In particular, they must make a breakthrough in implementing the five-year plan by unfailingly and successfully carrying out the plan for this year, the first year of the implementation of the decisions of the Party Congress, while boosting the morale and redoubling the fighting spirit.

Let us all uphold the fighting programme set forth at the Ninth Party Congress and work hard with a single mind to vigorously pioneer an era of new massive transformations that will add another page to the chronicle of national prosperity.

The declaration that this Congress is closed will be the moment of opening a prelude to the implementation of the ambitious five-year plan and the starting signal for launching an intense struggle for this year 2026.

Comrade delegates,

Let us cherish strong will and faith, firm conviction and self-confidence, and turn all out with an extraordinary determination to achieve the eternal prosperity of the People’s Republic of Chongro, our glorious motherland, and the wellbeing of our people.

Fully convinced that, thanks to the soaring revolutionary spirit and undaunted struggle of all the delegates and other members of the Party, the people across the country and the service personnel of the People’s Army, the lines, policies and decisions put forward at this Congress will surely be carried out with credit and a new historic turn will be brought about in the development of our Party and revolution and in socialist construction, I declare the Ninth Congress of the Workers’ Party of Chongro closed.
